Why do project managers and senior general managers see the reasons for project difficulty different?

The project manager’s ability to abstract information from the project planned and actual data is a crucial determinant in his decision making effectiveness. This ability is linked to the project manager’s breadth of knowledge and experience in the domain the project is run.  There are differences in how junior and senior project managers are affected by different aspects of their projects. The difficulty in finding and recognizing potential problems in the available data is what I observed the most in junior project managers. They tend to focus on project management rather than managing their projects. Seniors are better at getting at the core of the situation and less influenced by side aspects of the project like project management principles. Project managers see things as they are from a very low level - for example, they know that resources are finite, they know that some resources cannot work with each other, and they have a clear idea about all the technical challenges.Senior managers (or executives) see the project from a bird's eye view and do not consider resources/technical issues as "difficult". What they do consider difficult is anything related to money.

The main reasons why project managers and sr. general managers see the reasons for project difficulty different are

 

1. Lack of alignment on business objective and project objective

2. Lack of alignment on an execution strategy

3. Lack of periodic communication to the internal stakeholders

You always have to count on delays in receiving materials, weather and man power... this will increase the cost of the project ... therefore Project Managers have to calculate a buffer and make the owner of the project aware of an overage of cost which could occur (time and funding)

Project managers have the resposibility to manage the projects within time, budget and available resources. Therefore, their domain is limited.

 

However, Senior general managers have to see the alignment of project with the organization goal and strategy.

Therefore they think different.

it is a question of budget and costs.

each party is protecting its interests. budgets are prepared up-down or down up. and when a problem or a difficulty is on the horizon and it can affect the allowed budget, Senior Managers try to minimize its importance ( it if it is increasing the cost) and emphasizing its important if it decrease the cost. lower managers things degree differently. Senior managers think strategically, while project managers and project team think by project and operationally.

it is a conflict of interests. this conflict is healthy and will improve the effectiveness of a constructive result oriented discussion and coordination under one condition 'no compromise but the best realistic solution'

The reasons are:

  • Different projects managers have digfferent ways of tackling project challenges
  • The tolerance to risk is taken differently among project managers.

If the team on any project where the PM/GM associated with, the dificulties neither different nor dificult, if section must be equipped with well with relevant experience and qualification least but not less than 40%. then the problem in complete life cycle will remain transperant and easy to resolve the project dificulties even differently.
