How to develop skill by education, system, by good exp person or by computer or any other option . for blind people, deaf people or handicap people?

I think all resources should be available to them but most of all they need appreciation. If you trust them and make them realize that they are a real source for us they will nourish. I have seen main special people who don't care about boundaries just because of the inspiration they have...

we use all of available resources but  one of the most important usage to made the handy caped  'deaf or blind persons skill is judge their interest  and use that technique some of them capable of hearing we use vice or tone like blinds mobile phone available in market ..we have to develop reading, reading ,typing writing skills in deaf  so that they interact with modern technology...and we use both technologies for handy caps that  also become enable to run with progressive world. 

In current scenario a lot of capabilities are available for those who physically challenged, Mobile Phone is very useful for blinds,

NOW A DAYS TECHNOLOGY IS PROVIDING ALL KIND OF LEARNING SYSTEM FOR BLIND AND DEAF PEOPLE.SO,TO IMPROVE THEIR SKILLS THEY HAVE TO PRACTICE.NOTHING IS IMPOSSIBLE TO ANY PHYSICALLY CHALLENGED ACHIEVERS.

They have the right to have their customized applications and devices that can enable them to interact easily with the computer world 

i believe the blind people show very good interest in learning any kind of knowledge now a days mobile are available in market with voice tones so that u can dial or open a particular application which eases the life of handicapped people and various types of sensors are going to come which might help the handicap people to develop their skills.

I recommend you read a book on human-computer interaction (HCI for short).

To create a product/service specifically for blind, handicap,

and deaf product, study their lives, how they interact, what sense

out of the five senses they use frequently etc.

yes it's very sad but here if that kind of people have confidence and aim they can do any thing for reach the goal ,they have to do learning by hearing sound by Google[ video n audio   ] , practical exp 

All factors education system, experience and technology eg. computers are important. In addition sports and recreational activities such as singing, picnic, camping (while taking care of safety), etc play a vital role for developing skills in special people.
