As per my Suggestion, progress reporting on different phases of completion of project and it's feed-back will be a good approach.

It will give manager or leader an overall picture of team and their achievements and their potential. 

So that he can address weak points and can guide them on modified and achivabe plan of action.

Look then for a periodic exception report for not complying to the processing time allowed and agreed which can also become policy. track these tasks.
