It all depends on target audience. Nowadays most companies have full time Social media handlers or page creator. As it gives the business a distinct identity among the business competitors and to prospective customers.

I believe that the first question to answer is whether or not blogging is relevant at all for a specific business; in other words, whether the blogging activity is strategic to reach the targeted stakeholders, or not. Not rarely, businesses engage in blogging because it is "trendy", without making a proper analysis BEFORE deciding how to structure and build their whole communication effort.

With the above premise, I would say that as a part of the investigation the timing of any blogging should be a decision based on the stakeholders preferences, e.g. on their presence on the given media "after business hours", and their availability to engage with our content at that moment. If the answer is YES, and we know that our stakeholders are interested in our after business hours blogging, than I would encourage the business to pursue this opportunity, otherwise not...

A lateral consideration - in the current era of global business, many companies have clients and relevant stakeholders worldwide, which could make the definition itself of "after business hours" quite difficult, when not even irrelevant...
