What is the difference between riot & Strike damage and malicious damage?

Riot: It  woulfd be very hard to  place the blame for the damage on a person or enity.

Strike: Any damage to equipment or degration of services should be directed to the union and be included in the strike resolution.

Malicious: Malicious damage can normally be idenified to a person or persons. In this case they can be held responsible for reimbusment.
