Guys sorry. but it is also create a "virtual" Faraday cage  and only everything in the below angle of degree is protected.

The answer is D) acts as ground wire.

This conductor protect the line from lightening strokes. The charge produced by lightening is large in amount and they always choose the minimum path for discharge. So they get discharge by those conductor which fall earlier in their path. For this reason this conductor place on top.
