Can recycling always control Waste Management ?

In my opinion, before jumping to recycling, we should try to firstly reduce the waste generation.  After trying your best to reduce, you can try to reuse the some/all the generated waste without processing.  For example, a one-sided printed paper can be reused on the empty side for drafting, rough calculation etc.

Then, you can try recycling, e.g. double-sided printed paper can be shredded and sent somewhere to produce recycled paper.  However, due to technological constraints, some waste cannot be recycled, an extreme example is radioactive waste, or an empty toner cartridge (unless you can reuse it by refilling).
