Stakeholders of a project are anyone (or may be anything) who can affect or is affected by that project.
Identify Stakeholders is the process of identifying all people or organizations impacted by the project, and documenting relevant information regarding their interests, involvement, and impact on project success.
To follow the money! Whoever is ""paying"" is definitely a stakeholder.
Stakeholders are there in each and every project. Anyone with any interest is a stakeholder. So Owners, Main Contractors, Sub Contractors, Suppliers, Employees, etc are stakeholders. So there is no project without a stakeholder.
They involve Client, Employer, Executioners and the departments whom by laws apply to this project. If we start a project without considering these stake holders that will create great problems later on.
