A project is considered complete when it has been successfully implemented and transitioned to the performing organization and approved by the Project Manager... in the project I used to work ,,, the project was completed when we went on line with production, however now it had to maintained... it is different building a building than planning in a production area ... the a production facility a project truly never gets completed ... just a different stage of PM starts.
