However, we have to determine first whether Paypal works with Qatari banks.
If it does, then great! If it does not then we can find another internet based bank that could take payments.

Well, as much as i support this idea, what is missing is authenticity, imagine me as a customer why would I go for a new unrecognized company rather than go to an authentic highly respected translation company? in addition to the fact that you can only hire people with translation degrees in order for your company to be recognized when translating legal documents, and therefore if you're only planning to depend on natural bilinguals you're not gonna get hired.
Nevertheless, you can always give it a try at : www.freelancer.com start a n account search for translation jobs, and bid to get the job, same problem you will find! why should they select you? people are looking for quality and authenticity lately, more than just low prices.
