Why dont your home country experience be counted in another country?

It depends on situation and position.

some times experience and education in emp. country fake and not real

I think the main reasons are:

1. Different working environment
2. Different company rules and policies

systems are different. Even within the same country; can not you see an accountant moves to another company needs at least3 months to adapt to the new company though he has the experience. but rules, policy and systems are different.
