Both have its own benefits.  My advice is engage in both.

Every applicant who are looking for a job in the desired countries they prefer, must abide to the hiring system that is mandated in that specific region.. It could  HAAd, MOH etc..

To ensure that applicants are qualified

Though i do not have expertise to give advice. Still will put my view points.

Though bayt may offer you opportunities but only that will not help as most prefer interviews for key posts face to face rather than Skype.

Thus, Tourist Visa may help you to attend interviews but not Job. (Job is based on 'YOU' only)

Thus, importantly i would encourage you:-

1. To educate yourself on routine basis the Industry (Your target Industry) information's, information on the company, it's competitor's etc
2. Be up to date on terminology, market aspects,
3. Ensure professional outlook in how you present starting from your CV to your personal outlook
4. Interact with professionals in any platform (Bayt.com, linkedin etc) it will help understand new concepts, analogy to understand a common term or problem in different persona 

And also be confident & cheerful. :-)

Irrespective of what your goal is, irrespective of who you are, just believe that:

It's always 99% Hard Work & only 1% Luck ( Thus, don't bother of LUCK)
