We don't have the SI code but we can follow
p(min)=200/fy where fy is the yield stress of the reinforcing in psi. Since present rebar is metric and
normal bar is300 Mp =40Ksi, pm =0.5%
Hi grade Bar is420 Mp =60 Ksi pm =0.333%
High strength bar520 Mp =75 Ksi pm =0.25 %
That depends, if you don't use rebar at the pressure side it is limited, it also depends on the regulations and how the bilinear figure of the concrete is defined.:
This is for rebar Feb500 (B500B) according to Eurocode:
w0;max = maximum rebar percentage = ¾*0,535*f’b/(0,01*435) =0,0922*f’b
with f’b is0,6 X concrete strength.
But again: it depends on the local regulations
