It's difficult to convince the management. Now the dangerous trend in the industry (particularly in IT industry, INDIA) is to reduce high paid/expereinced salaried staff and to accommodate more staff (youngsters) with less salary.
1) Show them the job analysis with the job description.
2) Display the jobs not done properly.
3) Show the gaps which create mismanagement in the section.
4) Show the importance of those jobs.
5) Show the outcome that will bring the positive result for those jobs for the company.
6) Be within Recruitment Budget.
7) Show the productive report of that section that is hampered for those gaps.
Cost and benefit analysis give them figures if they see profit they will convinced otherwise you have to convinced :)
