This is always a challenge because what's factual isn't always engaging. I think the best way to engage news audiences though is to demonstrate the potential impact of a story on the people it affects. Audiences can always relate better to human stories than they can to concepts and statistics. Good journalism is about finding a good story to tell that represents the greater issue at hand without skewing the facts. Having said that it can be dangerous to play off people's emotions just to engage an audience - so depending on the story you would have to use your best judgement on how to present the news.
