There's a reason the employee failed two

 

First: a bad choice for the employee for the job because not tested as required

Secondly, in the case of a weakness the employee prefers the direct manager to prepare the rehabilitation and training, and develop a plan to carry out his duties in the case under the employee as it is transferred to another department for the experiment and then staying to stay or go

A recruiter not often can be at fault.  The reasons for an employee failure could be -1) Employee looses interest due to inadequate compenstion after getting into actual work station2) attitude of the boss 3) inadequate facilities to deliver the results4) work station politics5) lack of coordination among departments and so on..........
