Our targets should be SMART targets and setting in these steps:
S - Specific .
M - Measurable .
A - Action oriented .
R - Realistic & Relevant .
T - Time based .
Theres different types of targets, each company's target differ. If you need to know what are the characteristics of your target, you should first know what your target is. For example you are a garment designer and willing to maximise your sale, you cant target the EU countries are your audience, it wont work. So the audience is an important characteristic of your target, as well as demographic and socioeconomic, physcographic, demographic, behavioural and also product related segmentation.
BIG THANK YOU FOR AYAT Youssef Abd AlAzim Mohamed for the great answer:

The different characteristics of a target market are geographic, demographic, psychographic, behavioral, and product related.
a group of people whose needs and preferences match the product range of a company and to whom those products are
A/c to me 'Target' is a goal or work or task which is :1.....well defined2......focused3......clear4......well proportioned if it involves different sub task5.....whether dependent on resources, sometimes on time and sometimes on cost or vice verse
that is a task as i think. Because policies, decisions and effort require to achieve the task are something else and task itself is other thing.
