Cost is justified when choosing IP cameras. The idea is that Megapixel resolutions provided by IP cameras can save money as one camera might cover an area that requires more than3 analog cameras. Also in regards to cabling IP cameras needs only a UTP cable connected to the nearest switch which analog cameras should be physically connected to the DVR which means more DVRs and more coaxial cabling. High resolution IP cameras can provide details while using digital zoom on far away objects while analog cameras should be near the object in order to get more details.
Licenses is not actually a big deal because many vendors now provide licenses that never expires and the only case that you need to renew is the need to upgrade the VMS on the NVR to support newer cameras that were not supported on the old VMS version. Also there is multiple vendors that provides like three years of free updates to the VMS before you have to renew for more updates.
In today's market the network infrastructure for any given enterprise, organization or public sector facility is a crucial part of the building as all services are moving towards IP based systems. So investing in a good network infrastructure is always a good approach for future expansions.
Cost is concern everywhere, but the rest2 issues could be easily solved. Use software / hardware which don't require license renewal every year are frequently (They may charge for upgrades, updates etc). As long as you are not adding more devices and users the bandwidth will remain same for years. Normally part of switch ports and bandwidths are kept spare for future expansions.
It is a easy solution to reduce cost of your licence renewal but first please tell me which application you are using for recording so i can give you a suitable advice.
Bandwidth can be change from you recording server but you have to use optical fiber backbone network with a redundant link.
