While designing Financial Planning, Which stakeholders to be Considered ? 1- Finance 2- Procurement 3- Administration 4- Technical 5- Select

Hello, My understanding for the financial planning , we have to be considered all the stakeholders (Finance,Operations,Marketing,Administration,R&D and HR).  Finance is the key team to take care of the financial planning based on the collective information/ details received from the various department.
