What is the hardest challenge which faces improving the capacity building of warehousing in the middle east?

The hardest challenge will be the transporting or logistic distribution most of ME countless had to much private vehicle in the roads and highway which most of the local traffic enforces had to implement truck ban and this affect the urgency or delivery of goods to to warehouse from suppliers.
