In my opinion, organizational process assets include any or all process related assets from any or all organizations involved in the project that can be used to have an influence on the project outcome. They include but are not limited to policies and procedures, formal and informal plans and guidelines, lessons learned and historical information.

When I first read the question, I thought about project controls, then I thought I needed to share my understanding for project assets.
Project Governance is essential for the process of project management, you need to monitor and control all project deliverables and milestones properly from timeline, cost and quality perspectives, in addition to the follow up on resources, materials and tools (in case its an EPC project).
Assets in a project are in my view related to the people mainly, and that is the reason why some companies call their HR department 'Human Capital', as its argued that some skills and experiences gained are unique, and not easily unrepeatable.
Therefore a good project team, and a good functional organisation will result to the success of a project.
