There are many kinds of business doesn't really require a capital or assets to make your start. it's moreover, depends on your skills and efforts to run the business such as business intermediary or real estate broker or private technician etc. However, in any kind of business  it's very important to have your strategy and budgeting plans.  You can start from zero and built your accruals according to your visualisation and expectations.

What do you have ? Capitalise on that. Do you have enough business connections? Or may be you have an array of skills like selling etc. A budget comes after you have conceived of a business proposition. Your budget will start with sales , profits etc . Retained profits can finance your future investments on diversification.

You can share with partnership or public limited company. Partners or other shareholder can give you share as your goodwill. Budget depend on company's future activity and management decision.
