Is CRM a technology issue or a humane issue?

Every technology has it's limitation beyond a certain point.
Many organisations as of today does not even have any CRM operating system in place.
Some who have are yet to optimise it' utility for their functional effectiveness.
This has fallen behind due to lack of training and knowledge to actually understand the power of this tool.
Currently, in my opinion CRM is a humane issue because of it's very low utility.
