Selection by merit, but it is dire need to make appropriate criteria for selection and than strictly follow that, but unfortunately it is not always happened.

When it comes to employment, selection is based on qualifications and merit, and this how it should be . Selection by chance could be an option but in very rare cases, for example when hiring manager cannot compare between jobs or getting confused, or by mistake.
