for small and residential areas split is better and for commercial and relative bigger systems packaged units are better but upto certain limit For high rise building only chilled water and central system is acceptable

I'll not go further than our colleagues have been explained, However there are two important factors should be considered : Control & Maintenance. And those factors will be directly related to your application.

If area is small such as Residential rooms, then split AC units are recommended.
If area is big such as Shopping Mall, then central plant is recommended.
Even if area is big and its diversity is more such as Hotel, the VRF system can be proposed.

Based on area, Central split air conditioning system will be better.
Since, Unit installation area for this system will be less.
Central Split Air condition system will involve refrigerant piping, between Indoor and outdoor unit, this will make it compact.

Packaged Units' advantage is easier installation, if enough area is available to accommodate the unit packaged unit is desirable.
DX Split Units are desirable if area is not enough to accommodate the PAH.

I prefer cental split air conditioning system in terms of area (if the area is a multi zone) because:

1. different zones require different temperatures, hereby different controls. hence less consumption of power.

2. for a single zone, package unit is preferable since single zone, one thermostat is required to control for a single area, keeping in mind that there is a stand by unit running at the time of maintenaince of the other.

Central Packaged A/C is better from area occupied by the equipment since it is compact whereas central split needs space for indoor and out door units in addition to free maintenance space all around.

Selecting an air conditioner for your home is a big decision It will play a key role in your home energy expenses for years to come. The split system has several advantages including easy installation, because there is no ductwork. They are more cost-effective, because they work well in situations where only certain rooms need to be cooled at certain times, thus reducing overall energy cos.

While the Package units are unique, all-in-one systems that supply both cooling and heating equipment in one "package." These units sit on the ground or rooftop outside of your home or business.
