I think all three options are aligned with cost controlling. However We have to identify each department cost actovities and cost drivers in order to know the costs of each department separately. Based on that we can caculate out the costs through ABC costing since the overheads are high in healthcares and hospitals. So for example after calculating out the costs through abc if dental department incurrs50k per month and dermotology dept. Incurs100k per month and both having same no. Od patients this means derm. Dept. Is incurring high costs than dental dept and so the cost controlling activity should shift to derm. Dept. This will identify hiw costs should be controlled and to what extent.
