Well talking about in general vendor  performance grading system or point grading system is advised and recommended.

points to consider for grading 

quality of material delivered 

Technical specifications matching with client specification requirement 

timely delivery on time 

communicative timely replies and feedbacks 

cost X Quality 

Professional submission of required documents by vendor / supplier 

Payment terms

Are you talking about the Bidder pre-qualification, Techno- commercial Bid evaluation stage or Supplier Performance Evaluation post contract award ?
