As you asked for qualification and the industry mentioned is construction, a person with civil engineering background is recommended along with diploma in material management. And for the skills and experience as per the industry norms with ERP software. Knowing forklift driving will be handy.

Since you are engaged in construction  , I would try to give some feedback based on my experience.

1. The potential candidate must understand the nature of the inventory you are maintaining, the nomenclature of the items , pricing of the items, inspection of the items, addressing the items, knowledge about the availability of the items , classification of the items, storage and methods of material movement, expiry of materials etc .  You may have hundreds of material items , if not thousands, to be identified, stored, received and issued so understanding the materials becomes the most important matter,

2. The candidate must understand your integrated ERP application and should be able to create items masters and should be able to create MR, MI and other material adjustments.

3. All other skills common to other management positions,

thanks,
