Professional Leaders engage in professional leadership behaviors (e.g.
setting a mission, creating a process for achieving goals, aligning processes and procedures behaviors  building trust, caring for people, acting morally.
A Local Leader will never have this above behaviors,  Local Leaders will not have the capacity to drive with this quality with them as a part of there career.

As far as, I am concerned, both are more or less the same. A professional leader is a mentor who leads a team in a professional environment where a real personal connection with team mates plays an important role to build a strong culture of accountability and exceptional performance where as a local leader is accountable for not only a team but a community comprising of a large group of people living in and around

professional leaders are motivators, creators and planners

local leaders .The local leaders are influential and enjoy the trust of community

Professional leader is related to work place where he leads a proffessional team

Local leader can lead a group of people no matter if its political, community, religious.

so I guess thats the difference

Professional leaders have set goals but not neccessary for a local leader as they represent a group.
