Absolutely "YES"! because the UNI isn't the only one place where we can earn/collect knowledge! Of course, uni degree help a lot during the carrier!, but talented people without degree can be real nice leader and manager. Often are people without degree more aware about the needs because they have to have the assumption/understanding and knowledge to "know nothing" before they start collecting knowledge and often they work more to proof the skills, knowledge and willingness to achieve any goal.

Well it depends on whitch sector of business you want to achieve high level. In industries where knowledge of scientific, legal or economical knowledge is must, it is not that easy to be promoted without basic degree, but if it is not that much important of course you have all chances to reach your goal position.

Talent and degree are different. for example Bill gates has been blessed with Talent rather than degrees.
