well first of all u have to have the strengths to prove that they were right of giving you that chance ....

I'd give it a year atleast as base minimum.
A year is fairly a good time period to learn all the key elements of the job and establish yourself.
It also the minimum period of time for you to start being able to provide a "return on investment" for your current department after the initial learning curve.

First of all (Did you asked to be transfer from the old job to this new position)? If your answer is YES.
My answer will be you should wait at least2 years to apply for a new position.
The second answer depends: If your answer is:NO the company asked me to move because I am excellent employee.
Then my answer will be Yes because the top management will support your request to apply for the new opining job based on your good history.
Finally: If your answer is NO they didn't ask to move and I have a bad history in my last position.
Then my answer will be try to prove your self in this new position that you fill now and try to be unexpected, creative, and hard worker to gain management trust to be a key person.

yes of course. BUT remember if the qualification fits for you. There is a procedure on how to do this. Normally, the human resources, advise the job opening thru email blast within the organization, then couple with the procedure on how to do this. Oftentimes, you have to talk with your first line Manager that you need to transfer to another job inside the same office, and if the boss permits, you have to undergo the usual HR process of hiring the employee. you have all the advantage to do this since you are already inside the company.
