that's exactly my point, you can't "teach" creativity if it's not there.
you can only enhance it.
if it's not there, then it'll be up to practice and hard work.

Absolutely.
Children can be taught to be creating by exposing them to different fields of knowledge and arts and encouraging every child to choose their preferred area.
Education systems can give children the tools to be creative but creativity is a gift, a creative mind is a rare jewel.

i think you can teach the others about creative stories to motivate them just , creative is internal energy.

I think creativity is something that is inherent in every person, but to varying degrees.
Creative activities may not appeal to everyone in the same way - but then again, creativity can be applied in many different ways, so I believe the definition of the term should be applied loosely in this context.
A scientist doing breakthrough research, a computer programmer coming up with an innovative solution, an artist creating a new piece of work or an author writing a new book are all equally creative. 
  Can you teach children creativity? I don't think so, but you can show them how to apply their specific type of creativity.
A well-balanced curriculum should allow students to explore a number of subjects  that will allow them to discover where their creativity is best applied.
What schools could/should be doing is nurturing creativity and encouraging students to explore their creative possibilities, rather than stifling them to have them fit within the status quo.

That's a good question.
There was an educational experiment by a Hungarian called László Polgár.
He basically didn't put his children in schools (3 girls) and dedicated their education to teaching them chess.
The idea was to create the first "man-made" chess geniuses.
The experiment worked and all three girls (Susan, Sofia and Judit) became chess masters.
(to be more specific two became grand masters and one became an international master).
So to answer your question..
can you teach someone to be creative? To a certain degree, and having said that there are many different forms of creativity from artistic creativity to engineering inventiveness.
Throughout history there have been certain genius types that have been good at multiple things.
The most famous example would be Leonardo Da Vinci but there have been others like Ibn Seena (Avicenna) Isaac Newton and Benjamin Franklin.
To a certain degree if you give yourself enough time practicing something you can become above average at it and in some cases outstanding.
Having said that I think that creativity is a state of mind and people who are taught to stop confining themselves or thinking of themselves as just one thing (I am an accountant and that is all I ever will be, I am an engineer, what does art have to do with what I do) then the doors of creativity will become wide open to them.

Creativity is an internal thing and all the human beings in this world are creative by doing something different in their own perception.

However, if its taught or one is motivated towards their creativity then it can be polished.

Yes and no. You can be taught skills, but utilizing them to achieve goals through creative means, is something that you find within yourself.
