Personality is driven through experience so they go hand in hand actually. More experience refines the personality and thus increases the strength of a successful project manager. However to begin with, some basic traits should be natural part of the personality e.g. dedication, strong decision making, team's person etc. Therefore firstly personality is important, no doubt then experience is important to take it to the higher level of successful Project Management.

Theoretically, experience is more important, but when applying of work, it will appear that weak manager cannot manage his work and staff if has no good personality whatever his experience is.
Sometimes, strong personality and giving solutions (depending on staff recommendations) with low experience is better than being well expert but not able to deal with your team members.
Project Management is something anyone can start working on, but only few who have the personality and perseverance sustain and their personality in enhanced through experience. Therefore, personality and experience both are necessary for a successful Project Manager.
