I dont think one can really train another human being if you want someone to be truly effective.  Effectiveness and efficiencies depend on what kind of knowledge one exposes learners to.  Developing the critical faculties, engaging in wide ranging possible future scenarios and and creating the conditions or the thirst for learning are very important ingredients for success.  In this way people become more flexible, they seek more information and generate a realization that solutions vary depending on a changing and dynamic context.  Ultitmately you want to enable people to always have a thirst for knowledge with a view to generating multiple solutions in a fast changing world

They should be trained, this is what they need. teach them after few time they forget it but practical is always in their head what they do.

The answer actually depends on the strategy used in the educational institute. I believe that training is a part of education, though many definition claims the opposite. If the objectives of education are well-set, then training well be an included step in the education staircase process. But generally, Education comes first, simply because the21st century education trends to teach skills rather than stiff structures, consequently a well educated students goes for training equipped with creative thinking, critical thinking, problem prevention and problem solving skills that will help him take training more easily and comfortably.

Students are taught as to prepare them for training when they go into the industry. Teaching is broader compared to training; and moreover, training is usually done by employers to ensure that their employees get the necessary skills they require as to align their skills with the company's strategy. Companies often train all new employees, regardless of whether they have experience or not. However, it takes a shorter time to train an educated person, hence students should be trained to lay the foundation for training. Therefore, I believe students should be taught in schools and companies will train them for the specific systems they use.

Students should be taught first then trained, because training is kind of practising for what they have been taught

Training would be the best option because the learner is the main focus and holistic does a learner develop interms of psychomotor, cognitive and attitude. The teacher here is more a facilitator than the only source of knowledge. Training can be the best way to overcome those that're not intellectually oriented.
