How can the Middle East become a centre for renewable energy technology given its abundant sunshine, wind as well as ocean wave energy resources?

It can't.  Everybody depends on the petrochemical industry.

Additionally, solar, wind and wave energy are only useful if the point of production is close to the point of consumption.

Thanks for your reply. The crux of my question lies in that very fact, that oil and gas are limited non-renewable resources. Also, consider the fact that global oil prices are declining and people are becoming more environmentally conscious. Offshore wind farms could provide sizeable energy benefits, given the lack of buildings or mountains over the sea wind speeds are considerably higher than on land.
