Sure it needs marketing "marketing is the brain" how many valuable products in the market vanished because of the bad marketing strategy.
Any producing facility either products or service need marketing in order to get its share from the market by targeting the right customer and having the position it was meant to take in the mind of each customer.

فمثلا لو الزراعه والمصلحه العامه للمياه وغيرها تحتاج لوظفين تسويق سواء كان تسويق ميداني او تسويق اكتروني
لان التسويق يلبي جميع الخدمات في القطاع العام
التسويق لاغنى عنه في القطاع الخاص والعام

Public Sector, should have Marketing function i.e. promoting itself, advertising, promotions, customer service centres
Where??? Obviously Locally, in Malls, with in the Town, some where accessible for elderly,disabled, people with learning disabilities.
The public sector in the areas of open contract tenders/bidding could benefit from marketing campaigns that encourage new, entrepreneurial companies in the private sector to bid.
Too many contracts awarded to the usual companies lacking innovation of delivery for new ideas/services.
