In Engineering, is the cost of LEED affected the cost of Project?

Factors that affect cost in construction projects are the cost of materials and the cost of labor. Plus issues of time waste due to lack of materials, weather, building inspection requirements, unseen issue in foundations development, even archeology can cause building works to be held up if a developer discovers "protected" archeology when digging foundations.

Other areas are changes to plans at short notice, additions requirements brought in my geological conditions that have too be investigated, developing a joined up sequence of schedules for each of the trades to be in and do their jobs1st and second fix.
