Neither, as a manager one should think of both and a rude competent employee might bring profits to the company but he will damage company image and managers image both and would impact on profits in long term. So no use with such a person. Changing his attitude is what you should do. Inefficient obedient employee is also worthless, because being obedient is not good enough when he or she is not efficient. What we can do is show them both the path and targets to reach and to become Efficient and Obedient.
Neither but if i had to choose between of them i would surely prefer the inneficient,because a rude employee will ruin the whole atmosphere of the group and can drive you to problems eith the other employees.In the other hand no one isi nefficient,somewhere he will have a talent.If you are a good manager find out it ....
