You can train a teacher to do anything. What is most important is for teachers to develop insights into teaching learning. For this to materialise, it is critical for potential teachers to be exposed to different aspects of education, for example philosophy, history and psychology. Regarding this specific topic one may want to ask why do you want to control the class? With sufficient knowledge and expertise, teachers by the very nature of their teaching, topics they choose and understanding learner behaviour may not have to focus on control. They can focus on creating the conditions for learning. A good teacher does not have to control the class. He/she has to create an environment of learning and teaching that embraces all learners. When learners deviate or engage in behaviour that could disturb the lesson, there should be an adequate understanding of why this learning is doing that. Often people who deviate need some attention.
I think you can provide teachers with different techniques that have been shown to work, but in the end, it is all dependent on the teacher's personal preference/teaching method and the types of students that are in classroom.
