Firstly, you have to define your industry and the causes of turnover and if these causes in these industry all over the countrty or in your industry only

Secondly, you have to start to make a benefit program that helps all the employees to choose between so many benefits, you don't have to make all the departments got the same benefits

Ex : for outdoor sales employees, you could put a benefit program that helps them to achieve more target like car allowance

for indoor sales employees you could give them special offers for any thing which they may need and you could get these informantions throughout a questionnaire

But you have to make all these benefits got the same value like car allowance for out door sales employees will be "1000 per month" so the offers for indoor sales rep. will be "1000 per month"

Finally, I thought you have to make your employees to choose their benefits throughout multiple choices
