i agree with Mr. Georges saying that all four may be part of conflict creating however because we are viewing it from the view point if staff personnel ( D ) is closer option

I believe the answer is I & II:  

I. When you do not make proper use of staff personnel, they don't gain new experience or skills and they feel demotivated most of the time because of routine duties.
