What does mean the concept Responsibility with Authority

1st of All we differentiate responsibility and authority

Responsibility is an obligation of individual to perform assigned duties to the best of his ability under the direction of his executive leader

and Authority is

Authority is the right to give orders and the power to exact obedience

So Without Authority Responsibility of work can not be fulfilled
