Accounts Manager is responsible for all related accounts works upto finalization of balance sheet and finance manager is responsible for financial requirement of the company.
From my Point of view , there is only one words which shows all the difference (( Operations ))
I mean Accounting = Operation for the company
But Finance Manager = Overview and Advice only to take the necessary action.

Finance manager focuses on budgeting and forecasting.
