First you need to do a research study of that question and find suitable answer or the root of the problem for it. If it urgency case need to go to bottom of the problem and sort otherwise foundation will not build even if there is similar problem will not guide the management in a position of solving.
Take courage to deal with the consequences, find the solution not who to blame.

Administration usually built on four basic criteria (planning, implementation, guidance, control) in achieving its objectives at all hierarchical levels, any malfunction occurs FAW sudden weakness or failure in the level of management, for sure that the disorder exists but where? , Reconsider, guidance and find the cause of the problem and exit target off course, try as much as possible to find solutions and all solutions exist and must be cooperation among all to achieve it

Administration ensure that the organization operates with efficiency. This requires a set of skills that can handle the many different people and situations within the organization.
IF THE ADMIN FAILS TO CONTROL THE SMOOTH OPERATIONS ......... there might be a major reason of the administrator.
If i am the decision making authority, i will first evaluate the administrator and his role efficiency. I believe major problem lies within the subject, cause an effective administrator essentially needs good communication and being organized.
Irrespective of the POWER, AUTHORITY and POSITION one holds, the loyalty and concern for the team / organisation ought to encourage one in TEAM SPIRIT to give the best possible suggestion to over come it. At the same time encourage others within the team to do so.
