preferably rotate, it motivates the people, it gives you flexability and also strenghtens your company.
As a warehouse manager I will prefer to rotate my storekeepers within warehouses or warehouse functions. In case the company has many warehoused operating under the department, like Food storage, machinery or equipment storage, promotion items storage, old/defected items storage. Then rotating the supervision of each warehouse will improve the knowledge of the employee which further will be beneficial for the company.
Storekeepers can also be rotated between job responsibilities, in case of huge/large scale of operation. They can be moved between receiving end, dispatch end, pick & pack end, inventory or data operator's end etc.
From my eye, a daily routine job makes an employee dull, slow and bored. This kind of environment welcomes silly mistakes or negligence. Rotation will motivate them and will keep them charged.
Rotation helps to add knowledge of a particular job/function among many team members. Thus in case of emergency or any kind of employee absence, the other team member will take up the task/job without delaying the system.
At last promoting to a higher level always depends on the performance and capability of a team member.
