Yes. Because a product is not only quality and price. A product contains many other items other than quality, such as Delivery time, Packing, credibility, certifications, approvals, support, sizes, colors, payment terms, ... etc.
So the customer may be in bad need for another property or more , other than quality
This depend on
1-The customer need & the benifits of the product .
2-The relationship
3-Selling high quality products or service with that product
I did not say low quality,. I said lower Quality. This means compared to others.
The customer sometimes need other criteria more than quality. So if you are meeting his needs while others can't, so why not to sell him at a higher price (but without abusing him)?!!
Quality of a Product consist of many things, The performance of the product, its outlook, its packaging, its price, its Brand Name, its promotion package, after sales service etc. A Customer perceives its value keeping in mind all these elements. If the product has delivered the perieved value, customer will not mind if it is slightly lower in its performance. So you are not making false promises and not cheating. It is the customer who has perceived its value and have got it according to his perception.
It could be possible if the "perceived" value for the customer support the asked price level. However since this is a frequently encountered problem in the Gulf, the perceived value is another "promise" you make to the customer; you have to deliver this promise or it will be another lost customer feeling cheated.
Quality = the non-inferiority of something; it is also defined as fitness for purpose. a degree to which the product/service was produced correctly -without defect.

Ethically, its wrong to sell the low quality at all - even for lesser price!
Yes, I can sell product of lower quality to customer But if i do persuade him to buy my product , I m gonna emphasis on my strength and mildly mention my products weaknesses. Since i know my product has lower quality as compared to other products in the market , I 'll make sure that i will give good discount if customer is willing to purchase in bulk quantity. It's not such a big deal. As far as Myself is concerned . I do it all the time and my relationships are getting better day by day

This depend on you customer need and trust, the customer sometimes need other criteria more than quality. So if you are meeting his needs while others can't, and if you think that your products have more criteria and more features so yes you can.
