What is practical difference between consulting and assurance engagements?

Consulting Engagement defined as “Advisory and related client service activities, the nature and scope of which are agreed with the client and which are intended to add value and improve an organization’s governance, risk management, and control processes without the internal auditor assuming management responsibility.
Examples include counsel, advice, facilitation, and training.” Assurance Engagement defined as "an engagement in which a practitioner expresses a conclusion designed to enhance the degree of confidence of the intended users other than the responsible party about the outcome of the evaluation or measurement of a subject matter against criteria."
