Which section should be first in a C.V, education or work?

It depends on your level of expertise.
As a middle level employee or working employee you must give your work experience.
Organization look for a person, which can deliver, thus, your work and achievements are highly important.
Even if you are applying for internships or your first job, Emphasize more on What you have Done, like your reports, projects etc.
