What can be done if you could not troubleshoot or fix an issue and in the same time you don't have a support contract with the vendor?

First I need to contact the vendor to get the advice if they can fix it under the grantee I will go to them if they refuse to fix it I will start to get the full information regarding the issue I will start fix it by myself and tray to get it done as perfect as I can

You mean if you don't have sufficient time ? because nothing can't be fixed [ time is always the problem ] , ask and search is the key feature of any thing , if you don't know some one else know if you said my friends doesn't help , I will tell you let the internet be your friend [ internet is the most closed friend this days ] , Note and observe there is another important thing and that is you can go to some one and pay him a money to fix the issue but you must see what he made with you own eyes so you will be student for more proficient , i am from those respect every one and know that you can learn from the ant [ just watch the ants and what they are doing by keep try and try ] , do any thing to fix this problem and if you didn't success and return it without fix don't forget to search why didn't you success to success next time  , note search for proficient people every where even under satires [ Ensha allah you will success ] learn learn learn forever

all the plants/equipments are the cosistant of the components from diffrent manufecturers .so keep all the data ,in hand for bad times and keep your knowledge updated always which will let you give an idea about all the components and if you are fimiliar with all the components ,you can do75% jobs (without relying on vender/machine builder)

just try to collect the information as you can
