no that not required some times lead another in different dept. or out side ur field its relational of trust to be a leader

It is not necessarily if you manage things that lead people, what it is easier to lead things may be your own or is a private of others and you know manner of things whereupon manage it in this only the private sphere, but to lead the human beings it has many ingredients you must be eligible for this even though the minimum of which, for example:1. Is your psychological profile prepared to deal with people?2. Your reactions to people Is it flexible?3. Do you have a willingness to tender, and to accept the opinions of others? 4. Do you have the elements of personal leadership?5. Do you have the self-life experience in your dealings with many of the human patterns and trends of various nationalities?6. Do you have some of the culture of peoples?7.Do you have any knowledge of the science of management, which adds to your experience more practical understanding and awareness of how management practice?
